Could speaking up about a workplace issue put your job at risk? If a supervisor calls you into the office, you may feel unsure about what happens next. You need someone who knows your rights and can help you explain what happened.
So, what does a union steward do? A union steward, also called a shop steward, helps enforce the collective bargaining agreement. They support coworkers through grievances and disciplinary meetings, so you have help when a workplace concern affects your job.
The U.S. Bureau of Labor Statistics reports that 16.5 million workers were represented by a union in 2025. This includes 1.8 million nonmembers with jobs covered by a union contract. That reach makes contract support essential for members and nonmembers alike. Stewards help you use those rights at work.
What Is a Union Steward?
A steward is a union member whom coworkers elect or union leaders appoint. Most continue working in their regular jobs, giving them firsthand insight into workplace conditions and how rules affect their coworkers.
Within a labor union, these roles often share the work, though duties vary by local:
| Role | Main duties |
| Union steward | Acts as the first point of contact and handles early grievances. |
| Chief steward | Supports other stewards and helps with higher-step grievances. |
| Business agent | Often works as paid union staff on contract talks and arbitration. |
If a case needs more support, your steward can involve these leaders.
Union Steward Responsibilities at Work
Union stewards have several responsibilities, beginning with listening to coworkers and reviewing workplace concerns:
- Enforcing the contract: If overtime, seniority or scheduling rules seem wrong, your steward checks the contract. They then raise any breach with management.
- Handling grievances: Your steward hears your concern, speaks with witnesses and requests records. Because contracts set time limits, contact them soon to protect your right to file.
- Welcoming new hires: Stewards help new employees understand the contract and invite them to union meetings. This helps them know whom to contact if they need help.
- Keeping records: Dated notes help show what happened and how earlier disputes ended. Records of past practice also show how workers and management have followed rules over time.
Members need clear updates, especially if they work on different shifts or jobsites. The Union Strong App, a supporter of the ULA Network, helps unions share news with members. At the ULA Network, our podcast interviews also share union leaders’ lessons from helping members.
To carry out these duties, stewards also need to know their rights.
Union Steward Rights and Weingarten Rights
Section 7 of the National Labor Relations Act protects covered private-sector workers who act together to improve working conditions. However, that law does not cover every worker.
Representation During Investigatory Interviews
The National Labor Relations Board explains Weingarten rights, which come from NLRB v. J. Weingarten, Inc. These rights apply to covered, union-represented employees during qualifying investigatory interviews. If you reasonably believe the questioning could lead to discipline, you can request union representation.
You must request representation yourself. For example, you can say, “If this meeting could lead to discipline, I want my union representative present.”
Your steward can explain questions, give advice and actively help you. However, this right does not apply if management only tells you about discipline it has already decided on. Your contract may provide broader protection.
Other Union Steward Rights
While carrying out union duties, stewards also have protections:
- Relevant information: When handling a grievance, a steward acting on behalf of the union can request information relevant to investigating and evaluating the issue. Employers generally must provide relevant information, subject to applicable legal requirements.
- Equal standing: During grievance meetings, stewards can challenge management on the union’s behalf. However, this right does not protect threats or violence.
- Protection from retaliation: An employer cannot lawfully punish a steward for protected union work.
For public workers, union steward rights depend on the law and contract that cover their job. State and local rules vary. Covered federal workers follow a separate federal law.
These rights have limits, which your steward should explain.
Limits of Union Steward Authority
Your steward represents the union and the employees in its bargaining unit. They protect workplace rights but do not act as your personal lawyer.
- Outcomes depend on the facts: Even if your case seems strong, a steward cannot promise a win in a settlement or arbitration.
- The contract defines grievances: Not every concern fits the grievance procedure. Your steward checks the contract and any relevant policy, law or past practice. If your contract requires just cause, management needs a fair reason for discipline.
- Everyone deserves fair treatment: The NLRB explains that a union must represent all employees in its bargaining unit fairly, in good faith, and without discrimination, regardless of whether they are union members.
If you suffer a workplace injury, your steward can still help with related contract issues. You may also need legal advice for a workers’ compensation claim. The ULA Network’s legal resources list supporting law firms and explain your rights after an injury.
If you want to offer this support to coworkers, start by learning your local’s requirements.
How to Become a Union Steward
To learn how to become a union steward, check your local’s bylaws. Many locals require you to be a member in good standing. Coworkers may then vote for you, or union leaders may appoint you.
- Speak with your local: Your business agent can explain open roles, who can serve and term lengths.
- Study the contract: Focus on the grievance procedure and deadlines, then use your steward handbook to guide your work.
- Complete steward training: Union classes help you check facts and learn how to support coworkers. The Labor Guildo offers a 5-week Basic Steward Training course.
Serving as a steward can also provide experience for other union leadership roles.. In a 2025 ULA Network interview, Jeanette Tavares discussed her path from shop steward and grievance representative to Recording Secretary of Teamsters Local 237. That feature describes her work with over 1,100 members.
Do Union Stewards Get Paid?
So, do union stewards get paid? Many receive no separate salary. However, some contracts provide paid release time for union duties. Some union contracts give stewards or other designated union representatives superseniority, which may provide additional protection during layoffs. Whether this applies depends on the contract and applicable law.
Union Steward Support and Member Education
A knowledgeable steward helps coworkers understand their rights, address workplace concerns and navigate the grievance process. Clear communication also helps members know where to turn when they need support.
